    Brief description of the programme/project/Initiative :
    The State of Kerala has been in the fore-front of education for decades and is undoubtedly the role-model for other states in terms of numerous educational initiatives. Despite this remarkable achievement, IT education in the state in the early 2000 was not found effective with respect to the State School Curriculum. There was no dedicated system to take care of this requirement and also there were inadequate infrastructural amenities available in the schools. To overcome this hurdle, Government of Kerala rolled out the IT@School Project in year 2001, to augment the IT education in schools also to enhance the quality of IT education towards a complete ICT enabled educational system. The Project is the outcome of the vision document developed by the State appointed task force headed by Prof. U.R.Rao in 2000.

    Why was the project started :
    Education forms the corner stone of development in any civilized society. As the society rapidly moves from industrial economy to knowledge economy, there is a need for redefining education to enable the pupils to adapt technology ‐ especially information technology‐ as an integral means of their learning process. The IT@School project stems from this need for transformational evolution required in school education in Kerala to develop future leaders and practitioners of knowledge era who could seamlessly integrate technology in their decision making process. Thus the project is envisaged as a means to create a new generation of thinkers, scientists, technologists and entrepreneurs who will be able to instantaneously access and use any relevant information using IT as a tool. Hence, integrating ICT in education for which the IT@School project stands for, was the need of the hour.

    Objective : The main objective of IT@School Project is to implement a complete ICT enabled educational system in the State of Kerala. Some of the sub-objectives of the project are as follows; 1.To create Information Technology skills in students passing out from schools in Kerala. 2.To improve the intellectual ability of the teachers and comprehension ability of the students (learner) through ICT. 3.To develop content for various subjects using ICT tools which could enable faster and effective learning in line with the National Curriculum Framework. 4.To upgrade all the Government Schools in the State to the level of an ultimate knowledge hub. 5.To create a network among schools to provide effective transfer of ICT content. 6.To deploy necessary hardware and infrastructure at all schools. 7.To enhance the quality of service (QoS) parameters in education service delivery. 8.To support and supplement the e-government initiatives which could fuel an ICT enabled learning system. 9.To explore and exploit satellite technology to create a synergistic atmosphere of edutainment in schools in the state.

    1. Today the Project has been termed the World’s largest simultaneous deployment of FOSS (Free and Open Source Software) based ICT education
    2. Every year an estimated 4 million students and 0.2 million teachers benefit from ICT enabled education through the IT@School Project.
    3. An important achievement of IT@School Project is that every school in the state is now equipped with modern ICT equipment including hardware, software, and connectivity to facilitate ICT enabled education.
    4. Students statewide are now exposed to modern trends in ICT enabled education.
    5. Broadband connectivity was provided to all schools and district educational offices in the state.

    List the 5 key challenges faced while implementing the programme/project/initiative :

    1. Creating an awareness among public and stake holders- this was overcome through campaigns and workshops
    2. Lack of enough funds- this was overcome through mobilising MP/MLA/LSG funds initially and later on through Centrally sponsored schemes
    3. Lack of freedom using proprietory software- this was overcome when the Project shifted completely to Free Software platform on a phased manner.
    4. Lack of enough ICT hardware at schools- this was overcome when the Project was able to deploy necessary equipments to schools using CSS schemes
    5. Absence of enough content- this was overcome when the Project was able to develop its own ICT content based on FOSS

    List the 5 points how can the programme serve as a model that can be replicated or adapted by others?

    1. Teachers themselves can be transformed as Master Trainers and can be part of the Project on working arrangement. Hence no additional manpower is required.
    2. By using Free & Open Source Software, training content, teaching content etc can be easily developed.
    3. Providing E-Governance support- E-Governance support systems could be easily developed as part of ICT enabled educational system.
    4. Minimal funds required to setup the Project team.
    5. Mode of operation of the Project can be customised as per the requirement of the implementing state.

    1. Over 2 lakhs teachers and 50 lakh teachers banefited by the Project each year
    2. 12,000 schools in the State stands benefited by the efforts of the Project
    3. An amount of Rs.11 crores saved each year by use of FOSS
    4. Thousands of hours of educational video contents developed for VICTERS
    5. The educational channel VICTERS covers all households and schools in the State
